"Street children are potentially good citizens if they get help" - Uganda

I think the title should have read “Street children are potentially good citizens, however they need help”. Who said street kids are not good citizens? What makes them bad, is it the fact that they are littered all over the streets? That’s not bad. If there was a place for the homeless, they would never have gone on the streets. The circumstances that lead them to go on the streets are what the government has got to look into. I agree that, parents who neglect there children deserve punishment. However, why people have more children more than others is a question of its own.
